K-Horn Science Inc. (KSI) is an incubator, belonging to the third sector besides the other two sectors. KSI has been conducting the “Social Responsibility Investment” (SRI) under the concept of "Universal Concern" for more than 40 years to adapt to a changing world. For the sake of attaining the mission goal of solving unemployment, "Sanhornic Enterprise Ltd." (SEL) was founded in 1986 by KSI’s self-fund as a social enterprise; then established "Panhornic ComMec Inc." (PCI) continuously to create a new industry for building a new technological economic system— called as "The eSore System"—also known as "The E-commerce System" and abbreviated to "TES" (Fig 1).

The theme of APEC CEO Summit 2023 was "Creating a Resilient and Sustainable Future for All" that is consistent with KSI's achievement of social responsibility investment (SRI) "TES". In the 1980s, in order to respond effectively to the social issues, help those who working hard could get what they deserve; consequently, invention of the e-commerce system and a long list of technological products (TES) were completely implemented without asking for anything in return, using the social enterprise model over the past four decades: to create a seamless global channel which was "from origin to market", and meanwhile, all people who are in the relevant public and private sectors could get benefits—that should be: "people have jobs/ businesses have orders/ government has taxes", thus achieving a triple-win society for people, businesses and the government. (Fig 2)

The new tech-economic system was brought to APEC 1997 in Vancouver, attracting the attention of representatives from the economies, and they encouraged that patent applications; therefore, invention patent applications have become important documents and references for the “Contactless” technology industry, and promoted the digital economy of the 21st century and entered the information society.

Among them, the initiative of "Contactless-tech" triggered a wave of research and development of related technological products, and became a universally applied technology during the pandemic of COVID-19 (Fig 4).

Non-orientation, non-contact inducting of the laminated "TranSmart Chip Card" (Fig 5) as stated at APEC 1997, that "It will be a widely used 'digital tool' in the 21st century;" it really reached annual transaction USD 36 trillion during the pandemic of COVID-19, “Cashless System” has also become the mainstream of financial technology (Fintech).

Due to the Asian financial crisis of 1997, many APEC economies were seriously injured except Taiwan, ; therefore, Linda Din, President of K-Horn Science Inc., was invited to serve as a keynote speaker for APEC 1998 in K.L. Malaysia (Fig 6). On the stage of APEC, Linda not only explained the advantages of Taiwan’s small and medium-sized enterprises at the forum of "Market Access”, but also submitted a proposal at the meeting of “Task Force” on TES which invented by herself.

According to her invention— “TES”, President Din joined forces with U.S. representative Mr. Knights to propose the Bill of "Steering the E-Commerce" (Fig 7); the economy bodies began to the construction of those relevant infrastructures to look forward the coming era of new technological economy.

TES is the crystallization of social responsibility investment (SRI), aiming to create new job opportunities through innovative industry to solve the global unemployment problem; therefore, "This is a ministry that belongs to the emerging third sector." When we were invited to serve as speaker at APEC 2003, submit a proposal in the name of "Global Channel-TES", we obtained the best practice of “Addressing the Needs of SMEs”, and be admired as “the best guidance for 240 million people in the APEC region who attempt to start a business.”

In order to achieve the mission goal of "Global Channel-TES", Li-Chang Kuo (aka Peter Kuo), the founder of KSI summarized "The eStore System" as "Business" (B) and "Consumer" (C) – called it "B and C" two parties. Develop the “TranSmart Chip Card” which was needed by Party C from scratch; and selected ATM combining the vending machine to turn them into "VAM", and then by means of VAM to assemble "eStore" – representing Party B, and further many eStores will form the "Global Channel-TES"; meanwhile, developed the "Transaction and Transmission Supply Chain Management Software"—abbreviated as "TSCM"— for processing the information and flows of goods/ money/ logistics/ data. Above mentioned also involved the "ICT Initiative" of APEC 2000 in Brunei and the "IPR Initiative" of APEC 2001 in Shanghai, and finally won the best practice of "Growing the APEC SME Exporters Community II: A Business Perspective" forum at APEC 2003. Furthermore, "eStore" (electronic store) is known as a multi-functional small cell site.

Among them, the "Cashless System" began to trigger various Fintech forum, until we contributed the way of "Rebuilding the Global Economy" approaching at the APEC CEO Summit 2009 (Fig 10), and finally became the megatrend of transaction checkout and identification; "Global Channel-TES" achieved the free movement of people/ goods/ services/ capital, and also accomplished a multilateral trading system of the Bogor Goal. Our "Hygiene Initiative" at APEC 2003 that also prepared a scanning tool prophetically for epidemic prevention in response to the pandemic of COVID-19.

Over the past two decades, the regional economy of Asia-Pacific has grown vigorously, from a total gross domestic production (GDP) of less than USD 20 trillion to more than USD 60 trillion. At the same period, the situation of "imbalance" has also emerged, that is running counter to our original intention of social responsibility investment (SRI). The most important key is that "the Entities of Corruption" are rampant and became an obstacle to the nascent entrepreneurs. Therefore, at APEC 2006, KSI's founder Mr. Kuo raised the importance of "Anti-Corruption" with representatives of Peru (Fig. 11), which really contributed to the "Lima Anti-Corruption Declaration" of APEC 2008; and then achieved outstanding results through "the APEC Anti-Corruption Authorities and Law Enforcement Agencies" (ACT-NET) at APEC CEO Summit 2016.

● Updating New Tech-Economic System

The United Nations Climate Summit (Conference of Parties, COP) discussed ways to resolve the issues of "Climate Change". After many years of dialogue, countries around the world have made resolutions to phase out those fossil materials while ensuring adequate "Total Energy Supply"—also known as "TES", it is bound to develop bio-based raw materials and expect to promote the energy transition smoothly.

At the 21st Climate Summit (COP 21) held by the United Nations in Paris, France in 2015, countries adopted the “Paris Agreement” to replace the 1994 Kyoto Protocol. The Paris Agreement stipulates that the contracting parties should be committed to promoting the policy of "Carbon Reduction", with the goal of controlling global temperature rise to less than 1.5 degrees Celsius by the end of this century. The Paris Agreement came into effect in 2016, and each party must make a commitment to "Nationally Determined Contributions" (NDCs). At the Bonn Climate Conference in 2019, the United Nations Framework Convention on Climate Change (UNFCCC) called for the full implementation of the Paris Agreement. (Fig 12)

Due to the COVID-19 epidemic, the Climate Summit COP 26 was postponed to 2021 in Glasgow, UK. The conference resolved to achieve the goal of net zero emissions by 2050— "NZE2050". The suggestion provided by non-governmental organization to the conference was "TES": Make good use of "Tech" (Technologies) to maintain "Eco & Environment" by the "Social Responsibility Investment", to replace the "Fossil" material with the "Plants". And it will assure that "Total Energy Supply" (TES) advocated by the International Energy Agency (IEA) could be achieved. So that the new tech-economic system must be updated to the level of energy transition, and it will drive the development of emerging and atypical technologies and create a large number of new job opportunities.

In the early years, we made an ultra-thin battery – called "Power Chip", which was embedded in the TranSmart Chip Card for activation of the Contactless Card and its Reading Device (Fig 13). Later, the chip and reading device (RF Transmitter, or Toller) were improved, and the power chip was removed from card to extend the service life of the smart card.

“Power Chip” has been made by the technologies of material and lamination (Fig 14). It is the beginning of solid-state battery and one of the important research and development directions for future energy. They will bring tremendous new jobs and new business opportunities. The invention of it is also "coveted by the entities of corruption". Actually, the e-commerce bill was achieved according to the TES proposal, and then due to the huge business opportunities occurred, which caused corruption groups to combine public agencies— including the District Attorney's Office, the Police and the Investigation Bureau to wreak havoc; therefore, before corruption is eliminated, any advanced research and development of Power Chip will it is labor in vain.

● Summary

KSI's social responsibility investment (SRI) is to achieve human beings to live in a safer and more convenient society. KSI is not only a non-profit organization, but also a non-governmental organization to make up for the “residuum” of the public and private sectors; most of the early initiatives have come true, and the conference in New York this September estimated during the pandemic of COVID-19, it helped approximately 1.5 billion people make the world's money at home, showing that it is feasible to invent new technologies. Therefore, the "Anti-Corruption Declaration" must be implemented in the future to protect those innovative entrepreneurs, especially protect the creative female entrepreneurs. In the past twenty years, the world has been committed to the development of nanometer (1 x 10^-9m) technology; in the next twenty years, it must be committed to the research and development of "pico-tech" (1 x 10^-12m); so that the United Nations COP Summit then can meet the goal of "NZE2050", and that energy transition of APEC can also be realized. However, these must be effective under the concept of SRI, and no factor of corruption. Therefore, the APEC CEO Summit 2024 is a very critical and major Leader's Meeting. The importance of the "Lima Anti-Corruption Declaration" must be reiterated. The corruption from public-private must not attack those creative entrepreneurs again. Moreover, we must pay close attention to the "Non-UN Member Economies", and to request them submitting the accurate "Anti-Corruption Progress Report" to the UNCAC, and implement remedial measures for past corruption deeds, and ensure that the results of SRI can contribute to the common prosperity of the regional economy.
